1. System introduction

Jinzhong VSAT satellite communication system includes satellite ground station, vehicle-mounted communication command vehicle, satellite portable station and 4G emergency dispatching subsystem. Through the construction of multi-form station types of the satellite communication system, a three-level command system can be formed with the unified command and dispatch of the Jinzhong Emergency Command Center (satellite ground station), the vehicle-mounted communication in front of the mobile command, and the first-line emergency support of the satellite portable station. At the same time, it improved the means of emergency communication guarantee in Jinzhong City. Realize satellite emergency communication support, provide emergency communication, command and dispatch and other services, and realize "connection, communication, hearing, and command" at the scene of various disasters and accidents at the first time.

Jinzhong City’s emergency management satellite communication system uses Chinasat 6A satellite, which is fixed at the orbital position of 125 degrees east longitude, and the beacon frequency: 960MHz.

The portable station system consists of a satellite portable station, a portable command box and a generator. Its system has the following functions: satellite communication function, automatic star alignment function, wireless WIFI function, video conferencing function, audio and video collection and processing function, display and playback function, VoIP voice function, information processing function, 4G transmission function, power supply protection function.

The satellite portable station adopts integrated design and high integration, with built-in satellite modem, satellite power amplifier, low noise amplifier, GPS/Beidou and wireless access gateway, etc.

The portable command box includes communication units such as VoIP voice, video conferencing, video collection, public network calls, 4G transmission, and a multi-screen display system. The portable command box is equipped with an integrated satellite portable station to realize on-site business backhaul.

The portable command box is equipped with three-screen display, built-in screen splicing function, which can realize multi-screen splicing, the input source can be displayed in the sub-window of the screen splicing, the input source can be switched, and the spliced screen can be transmitted to the command center. The command and dispatcher can realize multi-screen switching display on the emergency scene, providing visual and scientific decision-making basis for command and dispatch.

The portable command box customizes a professional interface board to support high-definition video, audio, mobile microphone, radio, telephone and other interfaces, and can realize multi-service types and multi-form system interface application access to achieve integration and intercommunication. At the same time, in order to facilitate the access of multi-source audio and video in different formats, the portable command box supports multi-format audio grouping function and multi-resolution video mode setting, which can adapt to the access of various information data on site.
